IMPORTANT PAYMENT AND PICK-UP REQUIREMENTS
Payment must be completed within FIVE (5) business days after the date of the Notice of Award.
Pick-up must be completed within TEN (10) business days after the date of the Notice of Award.
EL PASO COUNTY ONLINE TERMS AND CONDITIONS
Removal: Buyer must remove the auction item from the agency premises within ten (10) business days after issuance of the Notice of Award.
If the Buyer, after making payment, fails to remove the item within the specified time, El Paso County reserves the right to retain all payments and dispose of the item through another auction or other authorized means.
Successful bidders are responsible for all arrangements necessary to load, remove, and transport the vehicle. El Paso County will not assume responsibility for loading, removing, or transporting the vehicle.
The Buyer is responsible for any damage to El Paso County property caused by the Buyer, the Buyer’s representative, towing company, transporter, or other agent during removal.
WINNING BIDDER REQUIREMENTS
- Payment: The winning bidder has five (5) business days after the Notice of Award to complete payment. If payment is not received within the required timeframe, El Paso County may declare the Buyer in default and may offer the vehicle to the next highest bidder or otherwise dispose of the vehicle.
- Pick-Up Appointment: Pick-ups must be scheduled at least 24 hours in advance. Pick-up hours are 9:00 A.M. – 2:30 P.M.
- Vehicle Removal: The vehicle’s current operating condition is unknown. The winning bidder must arrive prepared to tow or properly transport the vehicle if necessary. No maintenance or repairs will be permitted on El Paso County property, except installation of a replacement battery for removal purposes if authorized by County staff.
- Proper Equipment: Buyer must bring appropriate equipment to safely and promptly remove the vehicle. If the equipment is insufficient, the Buyer may be required to reschedule the pick-up.
- Temporary Tags/Permits: El Paso County does not provide temporary license plates, tags, or permits. Buyer is responsible for obtaining any registration, temporary permit, insurance, or other documentation required to legally transport or operate the vehicle.
- Third-Party Pick-Up: If the registered Buyer sends another individual or company to pick up the vehicle, the Buyer must send signed written authorization from the email address associated with the Public Surplus account to A.Dominguez@epcountytx.gov./ Epauctions.gem@epcountytx.gov
The authorization must include:
- Name of the person or company authorized to pick up the vehicle
- Auction number
- Copy of the Buyer’s photo ID
- Public Surplus Paid Receipt
The person picking up the vehicle must also have the required identification and documentation at the time of pick-up.
THE VEHICLE WILL NOT BE RELEASED UNTIL ALL REQUIRED DOCUMENTATION HAS BEEN RECEIVED AND VERIFIED.

Prospective bidders are strongly encouraged to schedule a viewing and visually inspect the vehicle before submitting a bid and before the auction closes.
A winning bidder will not be permitted to inspect the vehicle after the auction and then decide whether or not to complete the purchase based on the vehicle’s condition.

Payment for an awarded item must be received within five (5) business days after notice of award.
El Paso County may charge sales tax. The tax rate will be calculated at the time of bidding. When sales tax is included, the buyer shall add and include the sales tax amount when making payment.
A Buyers Premium of 10.5% will be added to the final sale price with a $1 minimum charge per auction for payment collections. This premium will be visible during the bidding process and added to the total bid.
All sales are final. Public Surplus will notify buyer of receipt of payment via email.
The successful bidder will be responsible for pick-up of item(s) from the agency's premises. Pick-up must occur within five (5) business days after the payment window closes. The notice of award, payment receipt, and personal identification must be presented at time of pick-up, or the item will not be released.
